As Portland’s urban renewal and economic development agency, the Portland Development Commission's mission is focused on investing in the job creation, innovation and economic opportunity that will transform Portland into one of the world’s most desirable and equitable cities. Using urban renewal as a tool to focus public attention and resources in blighted or underused areas, PDC invests financial and human capital to serve the city and its citizens. The PDC has been a driving force in Portland’s reputation for vibrancy and livability since it was created by Portland voters in 1958.
The Portland Development Commission is headed by an executive director, who reports to a five-member board of commissioners, local citizens appointed by the mayor and approved by Portland City Council. The structure allows PDC to exercise independence in program implementation and resource allocation.
